regarding audit salaries vide No.2 on this file.

As regards the salary of Assistant Auditors

on transfer, Sir J. Harding's proposal in paragraph

8(a) of his Memo (No.5A on the 1936 file) is sub-

stantially in accordance with the way in which things

are moving at present. I have in fact on another

file (20578/36) which is circulating separately,

suggested that the arrangements for affixing the

salaries of officers on transfer in time-scale posts

might be reduced to a general formula, and if the

proposals which I have put forward are accepted

Sir J. Harding's point would be substantially met.

Pending a general decision Sir J. Harding

might be informed that he is at liberty in recommending

Assistant Auditors transfer to Hong Kong to propose

that their initial salaries shall be settled in the

manner in which he suggests.
